Articles of Incorporation — the No-Salary Rule (PDF) We say no one at VBCTF is ever paid — not the founders, not the reviewers, no one. We didn't make that a policy, because policies can be quietly changed. We wrote it into our Articles of Incorporation — our founding legal document. Changing it would take a formal amendment filed with the Commonwealth of Virginia, on the public record. The full Articles are available here. See Article VII on pages 2-3.
Standing Board Resolution — Operating Costs (PDF) This is how "100% of your donation funds tools" stays literally true. By standing board resolution, the founding board personally covers every operating cost — filing fees, web hosting, postage, advertising, even the credit-card fee on your gift. Your donation is never split between tools and keeping the lights on. It all becomes tools. Resolution available here.
